The Consular Corps of Houston is a professional organization dedicated to supporting its members in their official functions under the Vienna Convention on Consular Relations of 1963. The Consular Corps of Houston is member-managed and led by current and former Heads of Diplomatic Missions, who work collectively to promote economic, diplomatic, and cultural relations between Texas, the United States, and the nations represented by our members.
The Consular Corps of Houston helps maintain Houston’s reputation as a vibrant international center—a place in Texas where cultures, ideas, and people from around the world meet and connect. Home to official representatives from over ninety foreign countries, Houston is the most diverse city in America and hosts the third-largest consular corps in the United States. Our organization's history spans decades, having grown and evolved alongside Texas itself.
The establishment of the World Trade Department by the Houston Chamber of Commerce marked a significant milestone in the city's history and became the cornerstone of the Consular Corps of Houston. The establishment of Houston’s first consulate, the Consulate of Mexico, in 1919 was made possible through the collaborative efforts of local government, the private sector, and the citizens of Houston.
The Consular Corps of Houston, in partnership with public, private, and nonprofit organizations, is dedicated to cultivating sustainable relationships that support the long-term prosperity of future generations both in Texas and globally.

A Consul is a country’s official representative in a foreign city, responsible for protecting the interests of their home country and their citizens abroad. This role is defined by the 1963 Vienna Convention on Consular Relations, ratified by 183 countries, which tasks Consuls with promoting and protecting the interests of the sending State and its nationals, both individuals and corporate entities, within the receiving State; assisting citizens in need; and
strengthening commercial, cultural, and educational ties between the two countries,
all within the limits permitted by international law.
